The Fifteenth Finance Commission’s ‘interim report’ for the year 2020-21 was made available in public domain in February 2020. This document highlights strides made by the interim report towards empowering ULBs and makes additional suggestions for consideration in the final report. 6+ recommendations made by the NFSSM Alliance were adopted in the final report including inclusion of FSSM in tied grants to local governments, focusing on monitoring service delivery to citizens, instituting state Finance Commissions.
